Minster Council discusses street repairs

MINSTER — Minster’s Village council met for a short and quiet council meeting on June 20, mainly to discuss a new resolution on improving Fifth Street and a portion of Pleasant Drive.

The section in question stretches from Garfield Street to Paris Street on Fifth Street, and on Pleasant Drive from Fifth Street south about 212 feet. Residents will receive certified letters from the village detailing the estimated assessments on the sidewalk, curb and gutter, asphalt and driveway approaches, and when the public hearing will be.

The council also discussed an ordinance changing billing adjustment procedures, which currently does not allow for back billing, either for over-charging or under-charging. It would allow back-billing for 365 days for residential transactions, and 36 months for commercial transactions.

Other items addressed were invoices over $3,000, which were all approved; the income tax report from St. Marys, which was $659,451.05 in April and $196,364.45 in May, bringing the total for the year to $1,654,069.19; and approval of an invoice from Buehler Asphalt Paving for the work on the Route 66 water line project, which is now complete and re-seeded.

Donald Harrod, village administrator, presented to the council a few matters, including the reason for the power outage on the south side of the village on June 16. He explained that a raccoon was in the Dannon substation and caused the two phases of the distribution systems to come in contact with one another. Since this was on the distribution side, no closures were in effect, and therefore there was a lapse of about 25 minutes before the area could be switched to the other substation.

Harrod also updated the council on:

• The concrete grinding by the Public Works Department, which is now complete. The material will either be sold or used for backfill.

• Meter testing, which the electrical department completed for the year. Only one meter was found faulty and replaced.

• Water tower repairs. Crews have finished making repairs following the inspection late last year, mostly removing rust and re-coating with epoxy.

• The first summer concert, which was a success. There was a large crowd and another concert is scheduled for Sunday, June 25. It will be an Elton John tribute band.

• Minor street resurfacing bids. These have now been released to the public and an opening date for bids has been set for Thursday, June 6, at 10 a.m.

Invoices amounting to $302,081.05 were approved, as were the receipts amounting to $1,464,129.98.

The next Minster Council is planned for July 8, at 6:30 p.m. in the council chambers.
