Council approves repairs to substation

VERSAILLES — Versailles Village Council had to make a couple of changes to the agenda for the Nov. 11 meeting, including resolving the big problems caused by a little rodent.

Council passed an emergency ordinance authorizing the purchase of needed labor, materials and equipment for the repair of the Greenlawn Electric Substation, after it was severely damaged in a recent fire believed to have been caused by a squirrel. Village Administrator Rodd Hale said materials alone would probably cost around $250,000, but the substation is fully insured, so there would be no out-of-pocket expense beyond the deductible. The repairs are expected to take four to five months.

Versailles has a second electric substation, which is currently handling the village’s power grid since Greenlawn went down.

Another change to the agenda called for council to pass an emergency ordinance appointing Matthew Harvey as the new Emergency Medical Services Department administrator and paramedic. Harvey’s official start date is Dec. 1.

In other business, council heard the second readings on three ordinances for fire protection — with York Township, Richland Township and Wayne Township.

An emergency ordinance was passed for amendment of the annual appropriation ordinance. The amendment provides for a $3,000 increase in the Swimming Pool Fund to allow for expenses in upgrades to the pool house required by the Darke County Health Department for food preparation.

An engineering agreement was approved with Choice One Engineering to provide engineering services for the Hickory Drive storm/water line project.

Council also approved an agreement with GPD Group engineers, based in Indianapolis, Indiana, for the purpose of designing and coordinating the bid process for the 4kV to 12kV electrical upgrade. Three firms bid on the project, with both Sawvil and Associates and the village preferring the proposal of GPD.

The village office will be closed Nov. 26 and 27 for Thanksgiving. Refuse collection for Thursday will be Wednesday. Commercial cardboard collection will be Nov. 24, and recyclable collection will be Nov. 25.

Regular leaf collection is scheduled to end at the end of November. Collection will take place as needed in December.
