Anna seeks new village administrator


ANNA – Stacy Meyer, the village of Anna fiscal officer, was appointed interim village administrator, effective March 1, during the Feb. 23 Anna Village Council meeting.

Meyer is replacing Mike Homan, whose last day was Feb. 26. Council voted to remove Homan as village administrator during its Feb. 9 meeting, with council members Justin Radick and Carol Ferguson stating they felt the position was not being handled to the fullest.

Meyer’s compensation will be decided at the next council meeting.

The village administrator’s position has been posted for applications. The deadline to apply is March 17.

A resolution was adopted for the village’s 2021 sidewalk program. The resolution states it will be necessary to install sidewalks on Risha and Mill streets, Tamala and Millette avenues and Shannon Drive.

The second reading was held for a resolution authorizing the village administrator to sign a 22.128 acre annexation agreement with Franklin Township and Mitch Middendorf.

In new business, Radick said nominations were open for water supply revolving loans/grants for upcoming projects in 2022. There is not a penalty if the village would be unable to proceed, but it must be nominated for the loan by March 1 to be considered. Council voted to move forward with the nomination.

In old business, the northeast drainage project is estimating a two to three week delay due to the recent storms. Pipe for the project will be delivered around mid-March.

The HomeTown Hero banner project, being handled by the Boy Scouts, had approximately 100 applications. Banners are scheduled to be put up the second week of May through Veterans Day.

Anna Community Investment Corporation Treasurer Dave Richards has relinquished his duties. If a replacement cannot be found, it was suggested to look into closing the account. Solicitor Aaron Lowe mentioned details of how that would be accomplished by court order.

Confirmation letters for the Ohio Public Works Commission South Street reconstruction Phase II should be received the first week of July.

Meyer reported that based on comments from the last meeting about adding color to the utility bill message, color has been added to the latest bills that went in the mail.

There is a balance of $41,616.68 in the village’s permissive auto license fee account, Meyer said. This money can be used for various street repairs/projects.

Fire Chief Tim Bender said the department responded to structure fires with a entrapment and rescues on Feb. 11 and 13. Everything went well on both, he said.

Public Works Superintendent Lindsey Alexander said snow removal from the recent storms went well.

Alexander received a waste water I license, and Jake Schumpert received a water I license certification through the Ohio Environmental Protection Agency.

The public works committee was updated on the status of well No. 5 and estimates for future options. Also, the drainage project was reviewed, the Rural Community Assistance Partnership study is getting closer to being completed, and seasonal help for mowing will be evaluated further.

The next parks and recreation meeting will be 5 p.m. March 9, the next finance and personnel meeting will be 6 p.m. March 9, and the next public works meeting will be 6 p.m. March 23. Mayor Mark Pulfer said there will be a mayors meeting on March 29 in Russia.

Angela Hamberg with Shelby County Regional Planning Commission introduced herself as the new executive director. She gave a background on how she can help the village and Shelby County on various projects and is willing to help with strategic planning.

Invoices totaling $38,414.85 were presented for payment and approved.

The board entered executive session to discuss personnel but didn’t take any action.
