QUINCY — The Village of Quincy Council met Dec. 1. A lengthy discussion was held regarding the Village of Quincy Class 4 Compost site.

In past years the Village of Quincy has had a Class 4 Compost permit. The Ohio E.P.A. has made contact with Village Officials regarding the Class 4 Compost permit being a valid permit and what must be done to maintain the site. The alternative to not following the laws governing this permit would be to shut the site down and use of the Compost Site closed and not used.

The council discussed the pros and cons of the facility and the result of not having the site for Village use. At this time after much discussion it was determined that the Village of Quincy Council will pursue the use of the site dependent on the costs involved with the permit and what will need to happen to use the site. The site can be used for branches, rocks, and leaf removal with a Class 4 permit.

The Village of Quincy Council will be seeking a replacement zoning officer. The Personnel Committee will meet and design the requirements of the position. If personnel is required for the Compost Permit the job may be considered for a combination of the two jobs. Advertising for the position will be done in the near future.

Appointments for the position of Mayor and one Council seat will be made after the end of the year and close out of records for 2015.

Mayor Robinson presented a letter from the Logan County Solid Waste Program. The letter presented a check in the amount of $547.50 for profits shared by all entities using the Solid Waste Program. The Village of Quincy Council voted to deposit these funds into the Riverside Scholarship Fund that is shared by the Village of Quincy and the Village of DeGraff toward the $500 scholarship that is awarded at graduation each year. All Riverside School seniors are welcomed to apply for this scholarship to be used on an as needed basis for college education.

The Village of Quincy Council was reminded that a Village of Quincy and Village of DeGraff Joint Sewer Board Annual Review meeting will be held Dec. 8, at 7 p.m. at the Quincy Community building. Both councils, board of public affairs, village administrator, and joint sewer plant operator are requested to attend. This meeting deals with and problems, future plans, and ideas that need discussed for the 2015/2016 years.

The Village of Quincy was informed that the Logan County Engineer’s Office will begin charging for survey services. After review of services provided to Logan County entities it was determined that right of way services or ROW will not have charges as service is needed. However requested surveys by an entity will now need to have a charge to cover the costs involved with a requested survey.

A thank you was issued to Kirk Helmandollar, a volunteer, for cutting, setting up, and decorating the Village of Quincy for the annual tree lighting ceremony on Dec. 2.

Bruce Stotler reported that future Neighborhood Watch meetings will now be held on the second Wednesday of each month instead of the second Tuesday of each month. The next meeting will be Dec. 9 at 7 p.m. at the Quincy Community Building. Everyone is welcome to the meeting. A quest speaker will be present to discuss firearm safety.

The village is reminded that on Saturday, Dec. 5, 2015, a Christmas Gathering will be held from 5 to 9 p.m. at the Quincy Community Building. Crafts for children, a visit from Santa, a small craft bazar, and wagon rides will be part of the activities with everyone welcome. This is a Community Event.

The Village of Quincy again reviewed briefly the natural gas project. It was noted that extra information on the situation has been received and a revisit of the situation will need to be held with this new information.

It was noted that final information for replacement of Well #1 has not been received. Village residents are being ask to be aware of their properties and contact the Village if excess water is found. The Village is experiencing a large volume of water use at this time and a problem has not been located.

Council noted that the final date of water payment was Nov. 30, 2015 and several delinquent accounts have not been paid. It was noted that these accounts will be shut off.

Council spent the last five minutes of the council meeting in executive session to discuss personnel issues. No action was taken as a result of the executive session.

The next regular meeting of the Village of Quincy Council will be Dec. 15, at 7:30 p.m. in Council Chambers.
