NK Council talks airport utilities

NEW KNOXVILLE — Zoning concerns and utility construction were the main topics at the New Knoxville Council meeting last night.

Village Administer Rex Katterheinrich reported that the $950,000 Neil Armstrong Airport utility installation project, being built by Shinn Brothers Construction, is proceeding on schedule, with anticipated completion around July 15. This project to install water and sanitary services to the airport is in preparation for construction of a new airport administration building. The entire project is expected to be completed by July 2019, in time for the 50th anniversary of Neil Armstrong’s first step on the moon. The funding for this project came from an FHA grant secured by the Auglaize County commissioners.

In other news, Katterheinrich said that work continues with Choice One Engineering to complete planning for Phase 2 of the water and sewer upgrades in the Estates of Northfield Place. No date has been set for review by the planning commission nor a start date for construction.

Finally, Katterheinrich said crews are working on installing bases for new Main Street street lights and that negotiations are under way to purchase a used street sweeper in six to eight weeks.

Councilman Brian Jones, as chairman of the Zoning and Planning Committee, led a brief discussion about updating the current zoning regulations now in force in New Knoxville. Jones suggested he check with other local municipalities to find how their zoning regulations compare to New Knoxville’s. Mayor Keith Leffel said that Jones was reviewing zoning regulations because it had been 10 years since current zoning regulations had been updated.

Andrew Roettger, chairman of the electrical meeting, set a 6 p.m., March 22 meeting date at council chambers to discuss a possible project to move overhead electrical lines underground. The meeting will be in the village hall.

The council voted to:

• Pass an ordinance as an emergency approving, adopting and enacting American Legal Publishing’s Ohio Basic Code 2018 Edition as the code of ordinances for the municipality of New Knoxville.

• Approve a motion in which the February financial reports prepared by Fiscal Officer Abby Homan were approved by council. This action was taken per the suggestion of the state auditor.

• Give third reading of and passing a resolution authorizing the Ohio Pooled Collateral System (OPCS) to pool collateral for the village of New Knoxville, a depositing public entity, as the OPCS was established by the Ohio Treasurer’s Office based on changes to the Ohio Revised Code to collateralize public deposits.
