Sidney Council will review what action can be taken to close “the donut hole” of non-city land surrounded by the City of Sidney on the west side of St. Marys Road, from Russell Road to the property adjacent to Harmon Field. The staff is recommending continued efforts to try to get the landowners to sign an annexation petition. If this does not occur, council could authorize its staff to develop a policy and notify landowners of possible withdrawal of utility service for those not signing the petition.
